It means the sticker shape is cut all the way through the top sticker layer, but not through the backing sheet underneath, so each sticker stays sitting in place on the backing until you peel it off. That's what lets you lift out one sticker at a time from a full sheet rather than the whole sheet coming away as one piece.
Because the exact cut position can shift by a small amount during production, a thin border or frame around the edge of the sticker risks looking uneven, thicker on one side than the other, once it's cut. Designs without a hard border edge simply hide that small variation far better, which is why it's the safer approach.
Matt's adhesive is specifically suited to holding on cold, sometimes slightly damp surfaces like chilled packaging, which is why it's called out for that use. Gloss performs particularly well on cardboard and plastic generally. Matt can still be used on plastic in non-chilled conditions, it's really the cold, damp scenario where matt has the clearer advantage.
Below that point the adhesive doesn't bond as reliably, since cold surfaces and cold adhesive both reduce how well it grips on initial contact. Applying below 0 degrees risks a weak bond that can lift or fail sooner than it would if applied within the recommended range, even though the sticker performs fine once it's properly adhered.
It's worth working backwards from roughly how many labels you'll use in total, then comparing that against the per-sheet quantities for each size to see how many sheets you'd actually need. A smaller sticker size gives you more per sheet and can work out more economical if you don't need a large, detailed design.
