Short edge gluing binds along the shorter side of the sheet, which suits a portrait format you'll tear off top to bottom. Long edge gluing runs along the longer side, better suited to a landscape layout. It really comes down to matching the gluing to whichever orientation your form is designed in, so it tears off cleanly in the direction you'd expect.
You can keep every sheet white if you prefer a uniform look, but choosing a different colour for each part, like white for the customer copy and pink for yours, makes it much quicker to tell copies apart at a glance. It's a practical choice rather than a requirement, so it's worth thinking about how you'll actually use the different copies day to day.
It punches a hole through the set so completed forms can be filed straight into a ring binder or lever arch file, rather than needing to be hole punched separately after the fact. It's worth adding if you know you'll be filing copies for your own records rather than just handing them over and moving on.
Being glued along one edge means the whole set tears away from the pad together as one unit, with the carbonless layers still attached to each other. Once torn off, the individual copies then separate from each other for you to hand one over and keep the rest, rather than each part peeling away on its own while still in the pad.
