If the sign's going somewhere open and exposed, like a field, a busy roadside, or anywhere with little shelter from buildings or hedges, 5mm gives more rigidity and resists flexing in gusts better than the thinner option. 3.5mm is perfectly adequate for more sheltered spots, like a shop window or a fenced-in site, where it won't be taking the full force of the wind.
No, Correx is made up of thin corrugated channels running through the middle, which is great for weight and rigidity but means the material doesn't take printing evenly on both faces the way a solid board like Foamex or Dibond can. That's why it's produced single-sided only.
