It varies a bit depending on the base you've chosen and how it's set up, a heavier water or concrete base holds steady in stronger gusts than a lighter cross base would. The range reflects that real world variation rather than a single guaranteed figure, so pairing a sturdier base with an exposed, windier location gives you the better end of that range.
Printing black using only the K channel can look slightly grey or flat on fabric, so setting all four channels, cyan, magenta, yellow and black, to 100 produces a much deeper, richer black on the finished flag. It's a print specific trick rather than how black usually works in design software, so it's worth following exactly for anything meant to read as a strong, solid black.
Flag fabric weights in this range are fairly standard for outdoor promotional flags and are chosen specifically to be light enough to move freely in the wind rather than act like a stiff sail. It isn't a sign of lower durability, it's a deliberate balance between strength and the flex needed for a flag to perform well outdoors.
