If you're printing something dark on the back of a sheet, using 70% black rather than a full 100% reduces how much of that ink shows through to the front when the paper's this thin, since carbonless paper is thinner than standard printer paper. It's a practical adjustment to stop the reverse side design faintly bleeding through and interfering with the writable side.
If your PDF was created with fillable form fields, like interactive boxes you can type into on screen, flattening converts those into permanent, non-editable parts of the page. Interactive fields can behave unpredictably or not print correctly at all, so flattening the file first makes sure what you see in your PDF is exactly what gets printed.
